The China Welfare Institute Kindergarten was founded by Mme. Soong Ching Ling, the Late Honorary President of the People's Republic of China. It was one of the earliest boarding kindergartens started after the liberation of Shanghai.

In 1950, Mme. Soong Ching Ling and Premier Zhou Enlai set up the Guiding principle of this kindergarten: "WISH THE SAPLINGS GROW UP HEALTHY AND HAPPILY."
